On topic question, “How much should you spend on a watch?”
My answer, “Just as much as you can comfortably afford using existing cash.”

Are you talking about a single watch, or annual spend?
Either way, it depends on your circumstances.
If you are single then you can spend as much as you like without starving or living on the street.
If you have a wife and 4 kids, a relatively low percentage of your salary would be reasonable. However, in that circumstance, the mrs will be the judge of what is proportionate.
It also depends how many hobbies or interests one has. I have to juggle watch funds with motorbikes and push bikes. Both of which tend to be more expensive than watches.
It's a perfectly reasonable choice to drive a rubbish car but own some expensive watches. Your neigh our with an expensive car on the drive might think you are mad to spend 5 figures on a watch.
Also consider that watches tend to hold their value reasonably well. It's not like spending money on food, drink or holidays. What you are really doing is locking up some wealth in the watch, instead of earning interest as cash or higher yield investments. So what the watch really costs is the difference between the depreciation of the the watch and the money you could have earned otherwise with the capital.

Everyones values and priorities are different. How you can apply a percentage of annual income to how much you should spend on a watch is beyond me. Craig64's answer is bang on in my opinion - 'Just as much as you can comfortably afford using existing cash'. Even using interest free credit, in my opinion, you should have the cash value available to pay for it.

If you make under £20K a year I would say £400 - £700 watch is reasonable.
For luxury watches I would say 30k+ a year.
If struggling then gshocks, orient and seiko
