People get $100 Seikos that are in COSC spec.
You can regulate a LOT of movements to COSC as well, it's just time consuming and not economical to do so for 98% of watch companies.

A lot does depend on wear pattern too.
My C65 Cranwell is my daily wear watch and has been maintaining +1.5 sec/day for a month now... I put it on around around 9am and take it off before bed, storing it on it's side (crown up). I did once not wear it at all during the day and it lost 1.5 secs, but as soon as I resumed normal wearing pattern, it returned to +1.5 sec/day.
It is COSC certified, but as said earlier. I'm sure plenty on non COSC watches will run to the same or higher accuracy. My understanding is that the COSC certified movements should remain within specified limits over a variety of positional and temperature changes, but it doesn't mean others won't
My C5 MMXV FLE ran at +5 sec the one time I wore it all day, but as a hand wind dress watch, that will be wound, set and worn for perhaps an evening normally, this is absolutely fine
