Painted dials are used from the 1770s onwards, they were cheaper to produce than brass ones. The process fopr painting on to metal sheet was not developed before circa 1770. Longcase clocks prior to 1770 tend to have brass or brass/silvered dials. A good explanation of painted dials can be read here...
