The name seems to hark back to earlier pre-COSC days when typically a small number of observatories used to assess the quality of watch movements. I think these movements were often stamped 'Observatory quality'.

The independant testing of cased movements sounds like a step forward (as does the testing of other factors like WR and antimagnetic qualities).

I am hunting for a downside (apart from extra cost) and can't think of one immediately.

Perhaps CW should consider it ......

Yes, sounds like a positive step. As you say, the downside might be extra cost, as well as the bifurcation of standards, which always confuses the market. With one standard, eg COSC, consumers know where they are. However, for smaller brands with a more WIS based customer base, a standard such as this may be valuable in differentiating them against the competition. However, it's the C word again. Realistically, there is no competition. We all buy what we like (visual appearance) not a piece of paper!

I too think this will be a better test than COSC. I wonder if the costs will be comparable to start with.
