Is it a new build from component parts? and if so is that an original Seiko dial?

Thanks, Tim. Yes, this is a new build and I ordered parts from all over the world via various websites. The dial is from the SPB153 green Captain Willard introduced last year. The dial seller, Namoki Mods of Singapore, claims it is OEM but I have my doubts. The lume isn’t exceptionally bright or long lasting, and while I have never had a Seiko previously to compare, from what I understand of Lumibrite it should glow like C3 or C3 X1 lume. But, aside from that, I’m very pleased with my “Feiko” SPB153 homage.
I couldn’t find the OEM green aluminum bezel insert of the SPB153, and green ceramic and sapphire inserts were completely different shades versus the dial’s. So I opted to use a black sapphire, lumed bezel instead and I really liked how it pairs with the dial. That led me to choose a black handset, which again, I’m happy with the outcome.

I’ve had similar issues with colour matching replacement bezels and it’s particularly difficult with coloured/patterned dials. It's a single domed crystal. I saw a review of the SPB153 saying it has a single dome, which I found very hard to source. Long Island Watch does have one for the SKX. My case is an SKX to 6105 (the original Willard) conversion case, which, aside from straps/bracelets, is designed to accept all parts made for the SKX: crystal, bezels, chapter rings, crowns, movements, gaskets, dials and hands (I may have forgotten something).
Interestingly, the case I found has smaller dimensions than the original 6105 and is pretty much the same dimensions as the newer SPB 153 and 151.

I would never have the patience or dexterity to accomplish something like this so my hat goes off to do those that can and do.
Hope you don't mind me asking, but I'm curious as to roughly how many hours it would have taken to achieve this including research, sourcing the parts, the actual modding, etc?

Thanks Ian! I would have to say well over 100 hours if you include all the research, and especially watching YouTube videos on how to put a watch together from its basic components (and they make it look deceptively simple compared to reality). It took me approximately two weeks to build the watch, but I didn't work on it every day and only spent two to four hours per any given day. I'm hoping my next project will be smoother and faster now that I've climbed the learning curve somewhat.
