I'm not sure at all downer.
I've just spent time looking but can't find anything pertaining to riding being allowable.
This is all that I can find and don't think it relevant in many ways:
People in England are free to drive somewhere to exercise.
Have you seen anything?

Stay home and enjoy parks and public spaces without exercising... well, that’s a challenge unless you happen to live on a park bench.
Seriously though, how can it be ok to sunbathe in a public space - having driven there in a car (purposely avoiding public transport), but not ok to go out alone on your bike for a ride around your local country lanes?

For me, in any communication from the government I would take the word car to mean car or motorcycle, so, if they said “pleasure drives are ok”, that would be a green light. As it is, they seem to have said “driving to/from parks/open spaces is ok”...

From Wednesday you are allowed to drive somewhere to take exercise. I guess you could drive somewhere on your bike then take some exercise, whatever that may be (a break and stretch of the legs) before then riding home. Seems within the rules to me).

Outdoors
You can drive to an outdoor place no matter how far from your household, as long as you adhere to physical distancing. However, the rules are different in Scotland, Wales and Northern Ireland, which means people from England should not travel to parts of the country that are not adhering to Boris Johnson’s “step one” plan.
From my POV, just gotta stay the hell out of Wales.
