Device scalable web development tools

Bit of an unusual request.

I believe there are web development tools / environments that can auto size / present content based on the device being used (mobile, tablet, pc).

However, I am having problems identifying these for download.

Can anyone assist?

I would probably recommend looking at Bootstrap three.
We use it at work and it's pretty easy to work with scales across platforms.

I have used Bootstrap also and found it works well and is great cross platform. It is a framework for writing sites in so you still have to get into the code.

You can get some great cheap templates, google wrapbootstrap
