I would go for:
- the case and integrated bracelet of a Moser centre seconds Streamliner.
- the case and bracelet would have the same mix of brushed and polished surfaces, but would be white gold, rather than steel.
- the green matrix fumé dial would be retained, but I would simplify the minute track, to remove the small markings between each second.
- the hands and applied indices would be retained, but would now be rose gold.
- the watch would be a bicompax chronograph, with minutes and hours on the two sub dials positioned at 3 and 9.
- the centre seconds would function as both a running seconds and the chronograph seconds.
- the date window at 6 would be executed as a big date complication, in the same manner as used by GO.
- the highly decorated in-house automatic movement would have a quoted power reserve of 100 hours. Although this would relate to the amount of power reserve in which high accuracy (+1/-1 seconds per day) would be retained. The total PR would be about 120 hours. To help identify when the PR was running down to the red zone the movement would have a power reserve indicator, visible through the sapphire case back.
- WR would be 100m, with no need for annual tests of the WR during the 10 year initial warranty, or 10 year warranty following each 10 year service interval. The chronograph pushers would be capable of being operated under water.
- to provide an alternative to the QR bracelet, the watch would also be supplied with a fitted QR rubber strap and QR brown Kudu strap, with green stitching. Both straps would have the same quick adjust, on the wrist, functionality as the bracelet.
I think that will do nicely.

^^^ I am going for a clever mechanism Steve.
Start chronograph, at which point second hand instantly resets to 12 and starts counting. When the chronograph is reset, the second hand automatically leaps to the correct actual seconds.

My quartz chronos do some tricks, almost like what you describe.
Press left to start, and again to stop, press left again to carry on. Left to stop, and right to reset.
Press left to start, press right to stop. Then press right again, and it jumps to the elapsed time, instead of just starting again, and then carries on.
It must be a standard, as it does this on both a Rotary and a Burberry chrono I have.
I was quite surprised when a mechanical chrono didn't do this sort of stuff.

Anyway, your description sounds like more of a lap timer function which a lot of stop watches have. The idea behind this is you start the stop watch, then when you need to record a time, such as a car or runner ending a lap, you press the normal reset button and the stopwatch hand stops but the timer keeps running in the background. You then record the time and press the reset button and the stopwatch goes to its actual elapsed time.
I used to record the finishing results for races at my running club and this was a very useful feature. However I think it’s a standard stopwatch function (my Seiko does it as well) rather than the description in the wish list. This I read as more of a dual function stopwatch and main watch second hand which swaps between uses. Most of the lap timer watches have different seconds hands for the chrono and the watch.

Ah, but being quartz makes it much more simple as it will most certainly have some memory that it can use to store the values to revert to.
Much more complicated to achieve something like this mechanically.

I would ask Denis Flageollet of De Bethune to make me a yellow gold DB28 with a jet black dial with an accurate depiction of a portion of the Milky way on it. And a tourbillon on the movement side.

Well, Steve, you've stumped me here! I've been thinking about this since you posted it but keep contradicting myself in my thoughts! Aint it weird that, when new watches come out we can all say things like 'if it had this', 'if that was there', 'if it was this size' etc... and pulling little design details apart. However, when it comes to a fresh canvas it's a little difficult. I will come up with something at some point though
