I don't know about selling phone in 3 minute blocks, but in the '30's, '40's, and '50's, aviators used the longer lines at the three minute intervals to time procedure turns during approaches to airfields at night and in inclement weather.

When I was a rookie avionics tech, I would set my watch by the WWV stations on the High Frequency radio sets. Good times....
