I'm assuming they normally use insured value plus postage for VAT. The watch can be $400 but package may be insured @ £500. Then insured value plus postage fee coverts to local currency (their own exchange rate) x 9.8% plus fee for VAT. Add their own handling fee on top again. Its normally coming to 20% off purchase value.

I often got close to 25% in the UK although VAT is at 20%.

Sounds high but never used DHL. I have been charged twice both times with Fedex never with USPS.

Here's what they found as the issue that led to a $97 bill: on the form where weight and value etc are listed, the value was entered as as GBP, so when converted to usd, it came out to a much higher number, thus explaining the far too high bill. I pulled the form out of the sleeve on the package, and in fact, the columns do specify GBP, and the price entered was in USD.

While they lowered it to $62, I am still requesting a breakdown of the fees as I cannot get it that high unless the Merchandise Processing Fee is much higher than expected. I have found some examples of other folks getting charged too much because the wrong code was used, so I will be looking at that on the breakdown once they send it to me.
