But that is specific the US, though other countries also have certain tax/duty thresholds, so it must be some US regulation that DHL are not handling correctly, otherwise any packages travelling stateside that do not have correct documentation should surely be identified during transit. Likewise, DHL's shipping instructions must somehow be lacking, after all CW are doing this all the time and all over the world.
In my own experience (granted, shipping out of Germany) I fell foul of a customs regulation requiring goods over €1000 to get an export permission. My package was separated out at Munich by DHL and they informed me by phone and shipped the package back to me because they could not export it without that paperwork (annoying that they do not take care of it) but at least I could deal with it by taking it down to customs myself. DHL refunded my payment and I reshipped, this time without problem.

You have to be really careful with this. Most shippers will not insure a watch or jewelry for full value. For instance UPS bans shipping of watches over $500. The same with the post office at least for packages going overseas from the US. Fedex restriction is watches over $1000.

You’re correct on the values for UPS and FedEx. But neither offer insurance of any kind. You pay to have a “declared value”, which means if you have purchased real insurance through some third party, the shippers provide proof of value. They don’t pay you anything.
It’s a very common misconception that UPS and FedEx provide insurance.
I still use EMS and Priority Mail through USPS. It’s real insurance up to their limits.
With USPS you still have to be careful of which service you use. For example Priority Mail Express International also bans shipping watches/jewelry etc. It pays to do a bunch of due diligence beforehand.

DHL is now sending me a whole new fresh round of emails completely starting this ridiculous process over again like I haven’t been through this and given them the requested information. I’m losing my patience. If it ends up going back to CW they can keep it.

I am in the same mood. Parcel despatched at January 8. Almost 3 Weeks later still no registration for customs from DHL, because "they have too much parcels". At the end more than 3 Weeks for 800 km (to Germany). I ordered something else from china, despatched at January 18, arrives tomorrow, 9000 km also needed customs.
